2024 Skyrim lost to the ages

I found him on the road South of dawnstar. Thanks to you all. He’s a random encounter after completing “lost to the ages” quest. There is no definitive location to find him, you just have to get lucky. He's unpredictable but most of the time I encounter him along the roads.
